The report stipulates that the use of the European Instrument for Democracy and Human Rights does not depend on the consent of host governments. It permits funding of non-registered organisations and includes a flexible mechanism for the provision of direct support to HR activists who face imminent danger. It is the only instrument that funds projects of non-governmental players without the need for prior authorisation from their government.

This report sets a framework for all EU Member States towards safeguarding procedural rights in criminal matters. For example, Member States shall ensure that medical and psychological assistance is provided whenever necessary, and if the suspected person or his lawyer considers this necessary.
